Junge Vertreter der Volksgruppen Russlands stellten sich im Europarat vor

Vom 24. bis 30. April 2010 fand im Herzen Europas – in der Stadt Straßburg – im Rahmen der Sitzung der Parlamentarischen Versammlung des Europarates die Ausstellung »Junges multinationales Russland« statt, die vom Nationalen Rat der Jugend- und Kindervereinigungen Russlands, von der Stiftung zur Unterstützung der Entwicklung der internationalen Zusammenarbeit in Kooperation mit dem Direktorat für Jugend und Sport des Europarates mit Unterstützung des Ministeriums für Sport, Tourismus und Jugendpolitik der Russischen Föderation, der föderalen Agentur für die Angelegenheiten der Jugendlichen, der Bürgerkammer der Russischen Föderation sowie der Delegation der Russischen Föderation in der Parlamentarischen Versammlung des Europarates organisiert wurde.

Die Ausstellung zeigte die Kultur, das alltägliche Leben und die Traditionen der zahlreichen Volksgruppen, die auf dem Territorium Russlands existieren. Ein wahres Highlight der Ausstellung stellten farbenfrohe Kostüme, Handarbeit-Produkte und andere Elemente der Kultur dar, die bei den Besuchern der Ausstellung großes Interesse hervorriefen. Da die Ausstellung im Gebäude der Parlamentarischen Versammlung des Europarates im Rahmen deren Sitzung stattfand, waren unter den Besuchern Delegierte aus verschiedenen Ländern.

Neben anderen Völkern, die in der Russischen Föderation leben, stellten sich im Rahmen der Ausstellung auch die Russlanddeutschen vor. Engagierte Mitglieder des Jugendringes der Russlanddeutschen erzählten den Parlamentariern des Europarates über ihre Volksgruppe.

Warum war diese Ausstellung im Rahmen der Sitzung der Parlamentarischen Versammlung des Europarates so wichtig für uns, junge Vertreter der Volksgruppe der Russlanddeutschen? Der Europarat ist die wichtigste Organisation, die sich mit den Fragen des Schutzes der Menschenrechte, sowohl individueller als auch kollektiver, befasst. Und eines der wichtigsten Dokumente zum Schutz kollektiver Menschenrechte ist die Rahmenkonvention zum Schutz nationaler Minderheiten. Uns war es wichtig, die Aufmerksamkeit der Parlamentarier aus ganz Europa auf die Probleme nationaler Minderheiten zu lenken und eventuell einige Länder an die Notwendigkeit der Ratifizierung  der Dokumente zum Schutz nationaler Minderheiten, ihrer Rechte, Sprachen etc. zu erinnern. Die Russischen Föderation arbeitet zurzeit gemeinsam mit dem Europarat an der Umsetzung des Programms zur Ratifizierung der Charta der Regional- oder Minderheitensprachen. Diejenigen, die mit dem Wortlaut der Charta vertraut sind, wissen, dass viele ihrer Grundsätze kaum in einem Staat umgesetzt werden können, in dem mehr als 180 verschiedene Volksgruppen leben. Dies heißt jedoch nicht, dass Russland seinen Volksgruppen den Schutz ihrer Rechte und Sprachen verweigert. Das Programm zur Ratifizierung der Charta soll eben spezifische Möglichkeiten und Varianten des Schutzes der regionalen oder Minderheitensprachen aufdecken, die unter den realen russischen Bedingungen angewendet werden können.

Young representatives of Russia`s ethnic groups introduced themselves in the Council of Europe

From the 24th to the 30th of April 2010, the exhibition »Young multinational Russia« took place in the course of the session of the Parliamentary Assembly of the Council of Europe in Strasbourg, the very heart of Europe. It was organized by the National Council of the Youth and Children Associations of Russia, the Foundation for the Development of the International Cooperation in collaboration with the Directorate of Youth and Sport of the Council of Europe supported by the Ministry of Sport, Tourism and Youth Policy of the Russian Federation, the Federal Youth Affairs Agency, the Public Chamber of the Russian Federation, and the delegation of the Russian Federation in the Parliamentary Assembly of the Council of Europe.

The exhibition showed the culture, everyday life and traditions of the numerous ethnic groups existing in Russia. Colourful costumes, handicraft items and elements of culture became a real highlight of the exhibition and aroused lively public interest. Since the exhibition took place in the building of the Parliamentary Assembly of the Council of Europe in the course of the PACE-session, it was attended by delegates from various countries.

Among other ethnic groups of the Russian Federation, the Russian-German ethnic group participated in the exhibition, too. Active members of the Russian-German Youth Association introduced their ethnic group to the deputies of the Council of Europe.

Why was this exhibition in the course of the PACE-session that important to us, young Russian-Germans? The Council of Europe is the main organisation working towards the protection of human rights, both individual and collective. One of its fundamental documents on collective human rights is the Framework Convention for the Protection of National Minorities. We wanted to draw the attention of the deputies from the whole Europe to the problems of the national minorities and maybe to remind some countries of the necessity of ratificating documents on national minorities, their rights, languages etc. At the moment, the Russian Federation in collaboration with the Council of Europe is working at the programm for ratificating the European Charter for Regional or Minority Languages. Those who are familiar with the text of the Charter understand that many of its points can hardly be realized in a state which counts more than 180 ethnic groups. However, this doesn`t mean that Russia refuses to protect the rights and languages of its ethnic groups. The programm for ratificating the Charter is intended to find specific possibilities and options to protect regional and minority languges that can be applied in present-day Russia.
